You can just click start then type cmd in run, or in vista I believe the search box in the start menu in vista doubles as a run input.
Windows 7 is apparently meant to be the first stable pre-launch OS in a long time. Everyone I know who has used it says that it's great, I have a copy sitting here but i'm just too lazy to install it at the moment.
Vista was okay after Service Pack 1, that sort of fixed most of the problems. It was the initial release version that was backwards and caused alot of problems, also Microsoft sort of threw vista on everyones laps without any preperation. This didn't give developers enough time to update their software to run with vista, this time there isn't going to be that problem. Of course alot of software is going to become outdated and may not be updated to run on 7, but we will see.
