The best way to deal with spammers is by blocking them. Right-click their name in the chatbox and click Block. Ignoring them is an alternative but can be hard to do since spammers take over the whole shoutbox with their messages.

As for the spamming, yes you can be jailed. But unless you are using vulgar language you wouldn't be banned / suspended until after you had recieved a cuople warnings.
