If you have a Concerto Gate beta account, and the server is full, does it say "Connection with the server has been lost. Now ending game. Please restart the game after waiting about 15 minutes."? Or does it only say that if your account wasn't activated properly?

I supposedly have a beta account that was activated, and it gives me that every time I try to log in. I know the beta servers are overwhelmed, so I wanted to know if it was because they are full, or because my account wasn't activated correctly?
