I always pictured in World of Warcraft 2 (if there is one) is when a 3rd faction shows up. New races would have to be added...but

Orcs
Trolls
Tauren
Goblins?
Alliance -
Humans
Dwarves
Draenei
Night Elves
Gnomes
Worgen? (see no reason for them to switch)
New faction -
Undead
Blood Elves
Naga? (they are always a requested race)
Goblins? (could switch to the new faction instead of staying Horde)
So, undead and blood elves are very close allies and have done a lot of bad (at least the undead). Naga just seem to fit the new faction. So Alliance stays the same, and Horde get very shaken up in available races. A lot of new races would have to be included for Horde to match Alliance and the new faction would have to have a lot of new races too.
They could downgrade to what is available
And have
Alliance -
Humans, Gnomes, Dwarves, Night Elves
Horde -
Orcs, Trolls, Tauren, Goblins?
New Faction -
Undead, Blood Elves, Naga? Goblins?
That leaves one races missing for either Horde or the new faction. Goblins being the wild card in this situation.
But that would leave Alliance unchanged (no new races), and people might not like that. But Alliance as far as I know has nowhere near the amount of internal conflict as Horde.
That also leaves not any new races at all, except maybe Naga.
